Sad to say, as opposed to Reinforcement, Refinement is capped at eight Phase refining, and whilst Reinforcement is available to low stage people in Underfoot, Refinement can only be carried out in town of Shonan, which requires a degree 69 or over character to enter, or from the Guild Hideout if the player has joined a guild.By Alternative Progress
